Description: Assist the Civil Engineering Division full-time in the coordination of permits for the Central Link Light Rail Project. The consultant will assist Sound Transit in the development of a comprehensive permit tracking program for transit projects in multi-jurisdictional settings. The consultant's essential function will the development of a control system to efficiently acquire, track and monitor all necessary permits for light rail construction.
Start Date: March 1, 1999
Completion Date: July 31, 1999
Qualification Requirements: The consultant must demonstrate knowledge and proficiency in developing control systems for all types of permits, including environmental and land use permits.
Submittal Requirements: Send one original (unbound) and three copies of the SOQs and loaded hourly rates.
Notes: Sound Transit intends to award one contract. Following evaluation of the submittal, the Consultant Selection Committee will select finalist who may be invited to participate in an interview if necessary. REQUEST FOR QUALIFICATIONS -- RFQ NO. RTA/LR 22-99
PERMIT COORDINATOR CONSULTANT
The Central Puget Sound Regional Transit Authority -- Sound Transit, the agency responsible for implementing the tri-county regional transit plan, has an immediate opening for a consultant to assist the Civil Engineering and Contracts Division full-time with the coordination of permits for the Central Link Light Rail Project. This consultant will assist Sound Transit in the development of comprehensive permit tracking program for the construction of Central Link Light Rail. This consultant must have direct experience in coordinating permit programs for transit projects in multi-jurisdictional settings. The consultant's essential function will be the development of a control system to efficiently acquire, track and monitor all necessary permits for light rail construction. This consultant must demonstrate knowledge and proficiency in developing control systems for all types of permits, including but not limited to environmental and land use permits.
Sound Transit intends to award one contract as a result of this RFQ. It is anticipated that the term of the contract will be from March 1, 1999 to July 31, 1999.
Interested Proposers should send ONE ORIGINAL (UNBOUND) and THREE COPIES of their Statement of Qualifications and loaded hourly rates before 2:00 P. M. local time, FEBRUARY 26, 1999, to SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFQ and is in the best interests of Sound Transit.

SMALL BUSINESS
PARTICIPATION
Sound Transit promotes and encourages small business participation, which may include small minority and women owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contractors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal, but will be an evaluative factor in the selection of a consultant.
