Description: Serve as the prime consultant to provide and/or manage multiple real estate discipline subconsultants for the acquisition, over an approximate two-year period, of approximately 1,000 parcels of land that shall constitute the corridor for the construction and operation of the Central Link Light Rail and related facilities. Real estate disciplines shall include appraisal, appraisal review, environmental assessment and acquisition/relocation negotiations. Further, the prime consultant shall be expected to provide overall project management to include project administration, data management and community outreach.

Qualification Requirements: Sound Transit seeks firms with substantial experience in Federal Transit Administration capital projects, with particular experience in working as part of a team with agency and governmental disciplines and in supervising subconsultants to achieve consistent and timely results.
Submittal Requirements: Proposers are required to establish and detail a plan to utilize certified disadvantaged business enterprises.

MANAGEMENT SERVICES FOR THE CENTRAL LINK LIGHT RAIL TRANSIT PROJECT
The Central Puget Sound Regional Transit Authority, hereinafter ``Sound Transit,'' is requesting Proposals from firms qualified and interested in serving as the prime consultant to provide and/or manage multiple real estate discipline subconsultants for the acquisition over an approximate two (2) year period of approximately one thousand (1,000) parcels of land that shall constitute the corridor for the construction and operation of the Central Link Light Rail and related facilities. Real estate disciplines shall include appraisal, appraisal review, environmental assessment and acquisition/relocation negotiations. Further, the prime consultant shall be expected to provide over-all project management to include, but not be limited to, project administration, data management and community outreach. Sound Transit seeks firms with substantial experience in Federal Transit Administration capital projects, with particular experience in working as part of a team with agency and governmental disciplines and in supervising subconsultants to achieve consistent and timely results. In addition, Sound Transit seeks full integration of minority, women and disadvantaged business enterprises (M/W/DBE) and small business subconsulting opportunities for these services.
Interested firms shall obtain a copy of the Request for Proposals (RFP) that outlines the information necessary to understand the consultant selection process and the required documentation by calling (206) 689-7445 or from the Contracts Division, Suite 500, 1100 Second Avenue, Seattle, WA 98101-3423. Proposals shall be submitted to Sound Transit before 2:00 P. M., local time, MAY 7, 1999, TO SOUND TRANSIT, CONTRACTS DIVISION, 1100 SECOND AVENUE, SUITE 500, SEATTLE, WA 98101-3423.
Interested firms are encouraged to attend a pre-proposal meeting that will be held to discuss these services, the selection process, and elements of the contract. The meeting will be held on APRIL 6, 1999 at 10:00 A. M. in THE HILDEBRAND HALL, PLYMOUTH CONGREGATIONAL CHURCH, 1217 SIXTH AVENUE, SEATTLE, WA.
Following evaluation of the submittal, the Consultant Selection Committee will select finalists who may be invited to participate in an interview, if necessary.
Sound Transit reserves the right to reject any and all submittals received. The final selection, if any, will be that submittal which, in the opinion of Sound Transit, best meets the requirements set forth in the RFP and is in the best interest of Sound Transit.
DISADVANTAGED BUSINESS ENTERPRISE (DBE) PARTICIPATION
To the best extent possible, Proposers are requested to establish and detail a plan to utilize certified disadvantaged business enterprises. No minimum level of DBE participation has been established for purposes of this solicitation. DBE participation is not required for consideration of a proposal but will be an evaluative factor in the selection of a consultant. Sound Transit will establish contractual levels of DBE participation depending on the nature of the Proposal selected.
Sound Transit promotes and encourages Minority, Women, and Disadvantaged Business Enterprise (M/W/DBE) participation on its contracts and is interested in Proposals that reasonably involve such participation as prime contractors, joint venture partners, or subcontractors.
Proposers are advised that Sound Transit has a federal DBE goal of 18%.
NON-DISCRIMINATION IN CONTRACTING
In preparing Proposals, including disadvantaged business enterprise participation plans, Proposers are reminded to afford all potential business partners an equal, non-discriminatory opportunity to compete for business as joint venture partners or subcontractors.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and may therefore be subject to disqualification.
