Description: Provide on-call A/E services to provide support for Sound Transit Commuter Rail Projects in the following disciplines: architectural/structural; civil/survey/traffic/track/signal; geotechnical; cost/construction support services. All services would be provided as an extension of Sound Transit staff in support of in-house projects ranging from studies to contract documentation. Sound Transit intends to award one contract as a result of this RFQ and has no intention of using this procurement to piece together consultants to complete a project requiring a multi-disciplinary team. However, there may be occasions when the consultant is needed to work with Sound Transit staff and other consultants on a specific project.
Conference: Pre-submittal meeting 10 am, Aug. 24 in Sound Transit's fourth floor board room, 1100 2nd Ave., Seattle, to discuss services, the selection process and elements of the contract.
Budget: $200,000
Start Date: 10/30/1999
Completion Date: 10/29/2000
Qualification Requirements: Signifigant experience within Sound Transit service jurisdiction is a highly desirable element of this procurement.
Submittal Requirements: SOQ should provide evidence of a working knowledge and level of experience with the various governing agencies from which Sound Transit must normally seek approval.

REQUEST FOR QUALIFICATIONS
RFQ NO. RTA/CR 51-99
ON-CALL ARCHITECTURAL AND ENGINEERING SERVICES
The Central Puget Sound Regional Transit Authority (Sound Transit) is soliciting Statements of Qualifications for on-call Architectural and Engineering Services to provide support for Sound Transit Commuter Rail projects. The intent of this solicitation is to provide Sound Transit with a qualified firm that would be under contract to provide ALL OF THE VARIOUS ARCHITECTURAL AND ENGINEERING SERVICES SET FORTH BELOW ON AN ``ON-CALL'' BASIS. All these services would be provided as an extension of Sound Transit staff in support of in-house projects ranging from studies to contract documentation. Sound Transit intends to award one (1) contract as a result of this RFQ.
Interested firms are encouraged to attend a pre-proposal of qualifications meeting that will be held to discuss these services, the selection process and elements of the contract. The pre-proposal meeting will be held on AUGUST 24, 1999 at 10:00 A.M. in SOUND TRANSIT'S 4TH FLOOR BOARD ROOM, 1100 SECOND AVE., SEATTLE, WASHINGTON.
* Statement of Qualifications (SOQs) shall be received at Sound Transit BEFORE 2:00 P.M., LOCAL TIME, SEPTEMBER 7, 1999, after which time they will be reviewed and evaluated.
At this time, we have not identified specific projects and therefore are requesting Statements of Qualifications based on the scope of services for each discipline identified below. The individual disciplines are as follows:
Architectural / Structural;
Civil / Survey / Traffic / Track / Signal;
Geotechnical;
Cost / Construction Support Services.
The above disciplines will be called upon individually to provide a specific service relative to a project. Sound Transit has no intention of using this procurement to piece together consultants to complete a project requiring a multi-disciplinary team. However, there may be occasions when the consultant will need to work with Sound Transit staff and other consultants on a specific project.
Significant experience within Sound Transit service jurisdiction is a highly desired element of this procurement. The consultant's submittal should provide evidence of a working knowledge and level of experience with the various governing agencies from which Sound Transit must normally seek approval.
SMALL BUSINESS PARTICIPATION
Sound Transit promotes and encourages small business participation, which may include small minority- and women-owned businesses, and small businesses owned by persons with disabilities, on its contracts. Sound Transit is interested in proposals that reasonably involve small business participation as prime contractors, joint venture partners, or subcontractors.
To the best extent possible, Proposers are requested to establish and detail a plan to utilize small businesses. No minimum level of participation for small businesses has been established for purposes of this solicitation. Small business participation is not required for consideration of a proposal but will be an evaluative factor in the selection of a consultant.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Qualifications may not be considered responsive and may therefore be subject to disqualification.
