Beautifying public streets and sidewalks was the end result of the five projects entered in the concrete paving category. The list included: Admiral Theatre sidewalk rehabilitation; Second Avenue street improvements; Hastings/Farwell Road; the Colby Avenue sidewalk, street and waterline project; and improvements to Mercer Island's central business district.

Colby Avenue project

The category winner was Bremerton's Admiral Theatre project. A new sidewalk was selected by the theater's foundation to complement a recent $4.1 million renovation of the 1942-vintage theater. To match the aesthetics of the building's interior, a European fan pattern was chosen to replace the old sidewalk. The new sidewalk consists of color-pigmented ready-mix concrete that was stamped to give an impression of hand-set cobblestones. Using concrete provided a less expensive and quicker solution to using real cobblestones.

Runner-up in the category was the Colby Avenue project in Everett. City officials were replacing an old watermain below existing sidewalks and decided to improve the sidewalks as well. Concrete was selected for new sidewalks because old sidewalks were slip-and-fall hazards in wet weather due to their aggregate and brick tile composition. The new sidewalks feature two-by-two square grid patterns with "shiner joints" for architectural appeal.
