Sharese Graham, PMP has joined SCJ Alliance as a Senior NEPA Specialist. Graham has a BA in Marine Biology from the University of California, Santa Cruz. She has 20 years of experience in environmental strategy, impact analyses, permitting, and documentation for a wide variety of State Environmental Policy Act and National Environmental Policy Act projects. Her experience includes transportation, infrastructure, recreation, school, industrial, and residential development projects, as well as shoreline, comprehensive and master planning efforts. At SCJ, she is already applying her expertise to a significant WSDOT project improving 23 fish passages, the Dupont Multi-Field Sports Complex, and the SR 3 Freight Corridor Supplemental EA. SCJ Alliance is an 100% employee-owned firm specializing in civil engineering, transportation planning and design, environmental and urban planning, landscape architecture, and public outreach.

Architects West hired Devan Becker as an Intern Architect. Becker received his Associate Degree in Architecture in 2019 followed by his Bachelor of Architecture from Washington State University in 2021. He is proficient in AutoCAD, Revit, and Sketchup. Architects West has been providing architectural and landscape architectural/land planning services throughout the Northwest since 1973. Architects West has offices in Coeur d'Alene, Idaho and Spokane, Washington.

GLR Engineers has hired Dustin Durflinger as a structural Project Engineer in the firm's Spokane, WA office. Durflinger graduated from Washington State University in May of 2021 and has been working on a variety of projects since joining GLR, including several single-family custom homes in Central Washington and a new Bruchis restaurant in Post Falls, Idaho. GLR is a structural engineering firm with offices in Spokane and Boise.

Allwest hired Scott Fraser as engineering services manager. Fraser graduated from the University of Idaho with a Bachelor of Science degree in civil engineering. He most recently worked for McCanna Engineering as a professional engineer designing commercial sites and residential subdivisions. He previously worked for Allwest for a combined six years as a staff engineer and materials testing manager. Fraser will be based in the firm's Spokane Valley office. Allwest is a full-service professional engineering, environmental, and construction materials testing firm serving the Inland Northwest.

Parametrix hired Hicham Chatila, PE, PTOE, as their National Director of Smart and Livable Communities. Chatila has over 35 years of industry experience, specializing in technology and emerging smart city solutions for connected and livable communities. He has managed a variety of award-winning projects in North America and internationally. He began his career with the Washington State Highway Department as a transportation engineer. He later joined the City of Springfield, Oregon as Transportation Manager. He went on to join Transpo Group where he established and grew the firm's Intelligent Transportation Systems practice in the United States. In 2010 he relocated to the Middle East where he established and grew the planning and technology business to five offices in multiple countries with over 130 staff. He served as the firm's President of the Middle East and North Africa. In 2020 he relocated to Seattle and established TRAFX, providing strategic technology consultancy services to several public and private sector clients including City of Bellevue, Los Angeles County Metropolitan Transportation Authority, and Portland TriMet. His project experience includes a variety of autonomous and connected vehicles, Cloud-Based connected vehicle mobility and safety solutions, intelligent transportation system and multi-modal transportation planning and design projects for clients in the Pacific Northwest and internationally. Chatila will be based out of the firm's Seattle office, leading the firm's practice to assist clients with smart and livable community programs and initiatives. Parametrix provides engineering, planning and environmental sciences.


Rice Fergus Miller promoted two new principals. Gunnar Gladics is now a principal in the firm's Fire and Emergency Services Studio. Dean Kelly is now a principal in the firm's Housing Studio. Gladics joined RFM in 2019 after working closely with Dave Fergus and Ron Easterday on fire station projects while employed at a firm in Idaho. Now, he helps lead the firm's FES Studio, which currently employs a team of over 20 professionals. After earning his Master of Architecture from the University of Idaho, he served for seven years in volunteer and paid firefighting positions. Kelly specializes in complex Senior Living, Mixed-Use, Market-Rate Housing, and Master Planning projects including the recently completed Panorama assisted living community center and courtyard, the Emerald Heights campus facade renovation, Horizon House master plan, and Evergreen Pointe for Sound West Group. Originally from Austin, Texas, Dean relocated to Bremerton to join Rice Fergus Miller in 2014. Rice Fergus Miller is an architecture, interiors and planning firm based in Bremerton. The firm's primary markets are Healthcare, Housing, Senior Living, Hospitality, Fire and Emergency Services, Community, and Education.






Reid Middleton Inc. hired Collin Bond and Inder Deol as Designer I's, Milad Mazloomifard as a Designer II, Rob McCabe as a project surveyor, and Chris Hackathorn and Kevin Wheeler as help desk technicians. Bond received his degree from Seattle University. Deol received her degree from University of Washington. Mazloomifard brings three years of experience. McCabe brings five plus years of experience, Hackathorn and Wheeler both bring previous IT experience. Reid Middleton provides civil and structural engineering, planning and permitting, and surveying services to public and private sector clients. Its corporate office is in Everett, WA and it has locations in San Diego and Anchorage.

HNTB Corp. named Mel Sears, PE, PMP, as the new president of the firm's Northwest Division. Sears will lead the operations of HNTB's fastest growing division, which includes more than 400 employees. He will oversee vital and complex infrastructure programs in growth markets that include highways, rail and transit, tolling, aviation and more. He succeeds Jim Thomson, who retired in the spring. Sears joined HNTB earlier this year as Western Region sales officer where he focused on growth in the region by increasing HNTB's strategic focus on clients' infrastructure needs and successful project delivery. Sears has more than 35 years of experience in the Western U.S. and has led the development of strong owner relationships, transportation funding initiatives, office and division leadership, and business development leadership. He also has project management expertise on complex public and private infrastructure programs and has worked successfully across many key markets, including highways, transit and environmental with many of HNTB's largest clients. Sears is based in the firm's Bellevue office. HNTB Corporation is an employee-owned infrastructure firm serving public and private owners and contractors.

Cushing Terrell welcomes Randy Rhoads as Executive Director of Affordable Housing. Rhoads brings more than 30 years of experience in the design of residential, commercial/retail, education, and government projects to his position with the firm. His previous work comprises leading the design of 6,000+ mixed-income, multi-family, and senior living apartment units in 14 cities across the United States. Rhoads also served as the lead architect for over 30 Low Income Housing Tax Credit-financed developments, including the first multi-family, mixed-income building in the U.S. to incorporate Universal Design features in every unit, one of the first affordable housing developments to be certified under the Enterprise Green Communities Criteria, and one of the first mixed-income rental developments to achieve LEED for Homes certification and LEED for Neighborhood Development certification.
