KIRKLAND -- Human health toxicoligist Paul Seidel recently joined the Kirkland office of Parametrix Inc. Seidel's areas of expertise include safety of public water supplies, assessment of health risks from environmental toxins and risk analysis. He is currently working on the health risk assessment component of the King County Duwamish/Elliott Bay water quality project. He also is assessing the potential health effects of discharges from municipal sewage systems in Hong Kong and Sydney, Australia. Before joining Parametrix, Seidel worked for Golder Associates Inc. in Redmond. Before that, he worked for the state Department of Health's Drinking Water Division in Olympia, where he helped develop a groundwater monitoring program. Peter Battuello recently joined Parametrix Inc.'s engineering team in Bremerton as a senior hydrogeologist. Battuello is managing the hazardous materials assessments for the state Route 304 transportation improvement project in Bremerton. He also is working in business development for Parametrix, trying to secure Department of Defense and port and harbor contracts. Prior to joining Parametrix, Battuello was the site operations manager for ICF Kaiser Engineers' contract at the Casmalia Hazardous Waste Landfill in Santa Barbara, Calif. He also was the project hydrogeologist at the Well 12A Superfund site in Tacoma. Battuello's past clients have included the Air Force Center for Environmental Excellence, the Army Corps of Engineers in Seattle, the U.S. Environmental Protection Agency, Alcoa and Chevron USA.
ANCHORAGE, Alaska -- Thomas J. Arminski has joined the Anchorage office of Harding Lawson Associates (HLA) as principal environmental specialist. Arminski will lead the company's environmental permitting and planning program in Anchorage. He has more than 20 years professional regulatory experience in compliance, impact assessment and land-use permitting in Alaska. Prior to joining HLA, Arminski was senior environmental specialist and permit leader with Alyeska Pipeline Service Co. Before that, he was a permits and right-of-way specialist for the Alaska Energy Authority. He also has served as a habitat biologist, regional land specialist and assistant project review coordinator for the Alaska Department of Fish and Game. He received his master's degree in environmental quality engineering from the University of Alaska Anchorage. Established in 1957, HLA offers engineering and environmental services throughout the United States. The company has been doing work for both public- and private-sector clients in Alaska for more than 30 years.

Pong Jongijitirat has been promoted to the position of vice president of Andersen Bjornstad Kane Jacobs (ABKJ). He is the director of transportation for the company, in charge of civil and bridge engineering departments. He is currently project manager for a three-year Oregon Department of Transportation on-call contract and a two-year Snohomish County on-call contract. He has been with the firm since 1996.
Hal Hockema has founded Hal Hockema & Associates, a naval architecture firm in Seattle. The company's primary emphasis is design of commercial fishing vessels, tugboats, barges, passenger vessels and other commercial craft. Repowering, stability, tonnage, sponsoning, lengthening and other conversion of existing vessels will also be important parts of the firm's work. Hockema brings 18 years of naval architecture experience to his firm. He was recently vice president of Jensen Maritime Consultants.
Margaret Harrison has been promoted to the level of associate at The Berger Partnership. She is a landscape architect and certified arborist. She is currently at work on Mary's Woods retirement community, Lake Oswego, Oregon, the Kennewick Library, and several residential projects. Dale Nussbaum recently earned the title of senior project manager. He is work on on the REI store in Bloomington, Mississippi, and on Starbucks Coffee Headquarters at SODO Center. Peter Taylor has been promoted to professional staff at Berger and has earned his landscape architecture license. He has been with the firm since 1994, specializing in CAD, cost estimating and construction drawings. He is at work on two community colleges, the Foster Golf Course master plan and Nordstrom stores nationwide. Guy Michaelson has also earned his license and been promoted to professional staff. He is currently at work on Pacific Place. Kim Baldwin has joined the firm as a landscape architect, and will apply her five years of experience to high-end residential projects. Meredith English has joined the firm as office manager. She was recently a leasing agent for a shopping center developer.
Peter Apostol and Kathy Gwilym has joined SvR Design Company as design engineers. Apostol, who comes to the firm from KPFF, specializes in site planning and storm drainage engineering. He is at work on the Sand Point redevelopment project. Gwilym comes from Murry Tobiason, Inc. and is at work on the Holly Park redevelopment project.
Brady Hartmann and Nicole Winn have been hired as intern architects at Weber + Thompson Architects. Both are at work on the 13-unit luxury condominium project in Kirkland.
Melvin Griffiths has joined Baseline Engineering, Inc. as manager of the survey group. His projects include the King dome, the Tacoma Dome and the Union Avenue Bridge in Tacoma. Rick Foxworthy has joined the firm as a project manager, responsible for cost estimating and management of the firm's construction projects. Steven True has joined the engineering group as a design engineering, responsible for site development, drainage analysis and roadway design. Erik Finley has joined te civil design team at Baseline. He recently left the hydraulics section at Thurston County.
Eric Sill has been appointed traffic engineering manager in the Bellevue office of H.W. Lochner. He has worked on large projects involving traffic signals, interconnect systems, surveillance, and driver information systems.
Christopher L. Thompson has been promoted to principal at Degenkolb Engineers. He manages the firm's Portland office, which is currently working on seismic projects for Multnomah County Libraries, the City of Portland and Hewlett Packard.
Matthew Spicer has been promoted to the level of associate at BOORA Architects in Portland. Spicer joined the firm in 1995, and is now project manager for 15 renovation projects for Portland Public Schools.
Mark B. Wharry has been promoted to principal at SJO Consulting Engineers, Inc. of Portland. He manages the civil engineering department there, and specializes in industrial site development, fisheries projects and municipal projects.
Metawave Communications, a Redmond-based provider of spectrum management systems for wireless networks, has promoted Ray Butler to vice president of engineering and Robert Shuman to vice president of product management. Butler will assume responsibility for hardware, software and systems engineering, overseeing a staff of more than 50. Butler previously served as director of system architecture. Shuman will have responsibility for product strategy, overseeing product definition, development, strategic positioning and product introduction. Shuman previously served as director of digital products.
