Oyvind Naess has rejoined Holaday-Parks as a senior engineer in the company's engineering department. Naess worked for the mechanical contractor between 1991 and 1995 before joining Alfa Tech in San Francisco. The company also announced Marty Mackenzie has joined the controls group as a field engineer, Sarah Bingham has joined the CAD group, and Susan Thrasher and Tom Jenkins have joined the administration group.
BELLEVUE -- Engineering and environmental consulting firm AGI Technologies has promoted Gary Laakso and Dani J. Schalka to vice president. Laakso is AGI's manager of remediation services and a member of AGI's board of directors. He has more than 19 years of experience managing environmental investigations and hazardous-waste cleanups. Laakso is the lead consultant on AGI's $1.5 million underground storage tank compliance contract with King County. Schalka has been with AGI since its founding in 1983. As corporate secretary, she is responsible for contract management, company policies and procedures, insurance, facilities, corporate records and treasury functions.
SPOKANE -- Local governments in several Eastern Washington communities are scheduled to receive $10 million in grants and nearly $20 million in low-interest loans this year from the Department of Ecology for water-quality improvements. Statewide, local communities will share about $74 million to help improve and protect water quality. Just under $30 million of that total is proposed for 14 cities, utilities and conservation districts in Eastern Washington. Spokane County and the city of Spokane will receive another $5 million to continue efforts to protect the Spokane Rathdrum Prairie Aquifer, the area's drinking-water supply. Through 2016, the city and county of Spokane will receive $5 million a year, for a total of $100 million dollars. Allocated by the state Legislature, this money will pay to upgrade the regional treatment plant and continue extending the sewer system. The cities of College Place and Walla Walla may receive a total of $21 million to complete major treatment plant upgrades. The Walla Walla Conservation District may get $185,558 to conduct watershed-restoration projects to help with salmon-recovery efforts and improve local fish populations. Sandy Bonderman and Larry Swartz have been advanced to ownership positions in Notkin Engineering, Inc. Bonderman has managed many of the company's recent high-profile projects in the arts, research and higher education markets. She currently manages mechanical engineering work on the Experience Music Project, the International Glass Museum in Tacoma and the Virginia Mason Medical Center's Benaroya Research Institute. Swartz has led some of the firm's most successful military and federal projects. He currently leads the mechanical teams for an open-ended contract with the Navy and the General Services Administration and the addition and renovations to the Bremerton Naval Hospital.
The Seattle office of Northwest Architectural Co. has recently promoted three staff members to associates. Kevin P. Flanagan, who joined the firm in 1989, has been involved in several educational projects and recently managed design for Tyee Middle School and Sunset Elementary School in the Bellevue School District. Marc J. Oplinger ha also managed several school projects, most recently the Lake Stevens School District Educational Service Center and the new Lake Stevens Elementary Number Six. He joined the firm seven years ago. Steven M. Shiver, who joined the firm in 1990, has worked on educational buildings, justice facilities and special project types. Recent projects include the new Intermediate School for Woodland School District, a major elementary remodel for the Auburn School District, and the recently completed Ahtanum View Correctional Complex in Yakima, a geriatric facility for the Department of Corrections.
Mark Van Wormer, a project engineer in the Bellevue office of W&H Pacific, has recently been named an associate. He has been with the firm for seven years, working on design for highway and bridge construction, subdivision, commercial site development and airport improvement projects. Norma Samis, controller for the Bellevue office, has also recently been named an associate. Currently, she is managing the conversion of the accounting information management system from Alpine to Harper & Shuman. Bill Nims has joined the Bellevue office as municipal grant manager. He has worked for the City of Issaquah for the last 13 years in grant funding development of public works transportation projects, and has prepared grant applications for other municipalities. Kenneth K. Watanabe has joined the Bellevue office as a project manager for development services, including residential and commercial development. He has more than 30 years of experience in these markets and in military, educational, city halls, police facilities and urban renewal projects. John R. Jorgensen has joined W&H Pacific's Bellevue office as a planner. He previously worked for the road division of King County as an engineering technician and for JGM as a CAD manager. Michal A. Wert has been named an associate in the Portland office of W&H Pacific. She is a transportation planner. Prior to joining the firm, Wert was the transportation development branch manager for the Oregon Department of Transportation. Karen L. Siegel, who joined the Portland office three years ago as a project administrator for the planning services group, has also been named an associate. Before joining the firm, Siegel spent 12 years as the assistant to the director of Kent's public works department. Kristina M. Rogers has joined the Bellevue office as an administrative assistant.
James M. Swann has joined Triad Associates as project surveyor. He is currently at work on several development projects, including cellular communication sites. David A. Robertson has also joined the firm as a project surveyor. He was formerly general manger of Weiner-JCL Associates in Leavenworth. George Buell has joined Triad as a senior planner. He is currently working on planning documents for the East Village development in Issaquah.

Joe Michalec has been promoted to project safety coordinator at Lease Crutcher Lewis. He has been assigned to the upcoming Cedar Court office project in Redmond. In addition, the company announced Brian Clark and Jon Cook have been hired as project engineers. Clark is working on the King Street Center office project in downtown Seattle and Cook is working in the company's Special Projects Division on the Stars Restaurant at Pacific Place.
Kent Peterson has been asked to assume the senior role in supervising the construction of the International Glass Museum and the Chihuly Bridge of Glass in Tacoma. Peterson will lead the design/construction team and will approve all expenditures within the budget set by the board of directors. He is on loan from the Boeing Co. and was construction manager for the $1.2 billion Everett expansion for the Boeing 777.
CDi Mechanical Engineers, a Lynnwood-based mechanical engineering firm, has promoted Joseph L. Llona to associate. Llona currently serves as project manager for mechanical systems planning and design for the University of Washington/Cascadia College co-located campus in Bothell.
Cornerstone Communications, a video design and production company, has relocated to 400 Mercer St., Suite 404, in Seattle. Leslie Crist has been promoted to executive producer. Gretchen Kudia and Beth Fletcher have joined the team of writers, producers and directors.
Marcia Wagoner has joined Pacific Rim Resources, a Seattle public affairs, research, marketing and information services firm. Wagoner, who most recently served as executive director of the Seattle Design Commission, will serve as a senior associate.
