David Elkin has rejoined Portland-based GreenWorks Landscape Architecture as a senior associate after three years with Portland's Bureau of Environmental Services. Elkin is a landscape architect and project manager with 12 years of experience. He was at GreenWorks from 1998 to 2007. At Portland's BES he focused on stormwater design, co-taught the Ecoroof series and designed green streets. He will help GreenWorks bring green infrastructure to more clients. Elkin will work on infrastructure, civic projects, open space, housing and urban revitalization. GreenWorks is a landscape architecture firm focused on sustainable design.
Brown and Caldwell hired Bill Mobley as a principal civil designer, Tiffany Knapp as a senior engineer in its infrastructure group, Gina Costanzo as a principal CAD designer and Kristen Perrin as a receptionist. Tadd Giesbrecht has rejoined the firm as a principal engineer in the wastewater group. Mobley has more than 30 years of experience with geotechnical, transportation, site, roadway, utility and survey design, including with AutoCAD Civil 3D. Knapp has 10 years of experience and specializes in wastewater collection master plans, treatment and disposal master plans, strategic planning, and design. Costanzo has 21 years of experience in piping and structural design, and will support the wastewater group with 3D mechanical design. Perrin is a graduate of WSU. Giesbrecht has 12 years of experience in wastewater and reclaimed water systems, water and wastewater treatment plant design, and conveyance system design. Brown and Caldwell is an environmental engineering firm specializing in wastewater and water treatment, water reclamation, conveyance, water resources management, and asset management.

Stantec promoted
Duncan Wallace to principal in commercial program development. Wallace will manage project work from the Redmond office and lead an initiative to broaden the company's retail, restaurant and petroleum architectural work in the Pacific Northwest and Western Canada. Wallace has been with Stantec for nearly 18 years. He has 20 years of industry experience, with an architectural background. Among the clients he supported are: McDonald's, U.S. Bank and Shell Oil Co. His current projects include Savers stores in Boston and in Providence, R.I. Stantec provides consulting in planning, engineering, architecture, interior design, landscape architecture, surveying, environmental sciences, project management, and project economics for infrastructure and facilities projects.
Donald Huling, a geotechnical engineer with HWA GeoSciences, received his engineering license. He has performed subsurface explorations, groundwater monitoring, infiltration analysis, liquefaction analysis, slope stability evaluations, settlement analysis, and provided design recommendations and construction monitoring for municipal projects. He recently obtained a 2010 ACEC gold award for HWA for his work on the University of Washington's Savery Hall renovation, and is project engineer on the Everett Riverfront development.
Brian Martin joined the landscape architecture team in MacKay & Sposito's Vancouver office. Martin is a landscape architect with 3.5 years experience in site design, design development and construction document packages, which includes planting, irrigation and construction plans in addition to project construction details. M&S offers civil engineering, land and construction surveying, land-use planning, landscape architecture and construction management services. It also has offices in Kennewick, Wilsonville and Bend, Ore., and Salt Lake City.
