Harold Moniz to senior associate in planning and
Lara Macklin to associate. Moniz has been with the firm since 2007, leading work on Seattle Housing Authority's Yesler Terrace and King County's form-based code pilot project. Macklin, a medical planner/interior designer, is with the health care team. She worked on Swedish Issaquah Medical Center and MultiCare Covington Medical Center. Seattle-based CollinsWoerman is an architecture, design and planning firm.
Nathan Twining with Wilson Engineering received his Washington engineer license and has been promoted to project engineer. He has been a design engineer for Wilson since 2006, assisting with roads, civil site planning, reservoirs, water mains, sewer pump stations and wastewater reuse plants.

Jenny Li as a design principal in its Bellevue office. Li is lead designer for the retail and mixed-use sectors. She has 22 years of international design and management experience in retail, mixed-use, corporate, industrial, residential and master planning in the United States, China and New Zealand.
T. Patrick Fox, survey manager with Skillings Connolly in Lacey, is one of fewer than 500 land surveyors nationwide to receive a new certification from the U.S. Bureau of Land Management called CFedS, for Certified Federal Surveyor. The program enhances expertise for survey work on federal lands, especially on Indian trust lands. Fox has been in the surveying field in Thurston County since 1977, and has managed Skillings Connolly's survey department for 12 years.

David Elkin has rejoined Portland-based GreenWorks Landscape Architecture as a senior associate after three years with Portland's Bureau of Environmental Services. Elkin is a landscape architect and project manager with 12 years of experience. He was at GreenWorks from 1998 to 2007. At Portland's BES he focused on stormwater design, co-taught the Ecoroof series and designed green streets. He will help GreenWorks bring green infrastructure to more clients. Elkin will work on infrastructure, civic projects, open space, housing and urban revitalization. GreenWorks is a landscape architecture firm focused on sustainable design.
Brown and Caldwell hired Bill Mobley as a principal civil designer, Tiffany Knapp as a senior engineer in its infrastructure group, Gina Costanzo as a principal CAD designer and Kristen Perrin as a receptionist. Tadd Giesbrecht has rejoined the firm as a principal engineer in the wastewater group. Mobley has more than 30 years of experience with geotechnical, transportation, site, roadway, utility and survey design, including with AutoCAD Civil 3D. Knapp has 10 years of experience and specializes in wastewater collection master plans, treatment and disposal master plans, strategic planning, and design. Costanzo has 21 years of experience in piping and structural design, and will support the wastewater group with 3D mechanical design. Perrin is a graduate of WSU. Giesbrecht has 12 years of experience in wastewater and reclaimed water systems, water and wastewater treatment plant design, and conveyance system design. Brown and Caldwell is an environmental engineering firm specializing in wastewater and water treatment, water reclamation, conveyance, water resources management, and asset management.
