Elisabeth James has been named general manager of The Westin Seattle. James has more than 20 years of experience in the hospitality industry, most recently as hotel manager of The Westin Seattle. Prior to joining The Westin, she was vice president and controller for Premier Cruise Lines. She currently serves as a procurement committee co-chair for the Seattle Hotel Association and is a Starwood Hotels and Resorts Wine Posse member.
Lisa Hayes, a member of Seattle law firm Riddell Williams, has been elected as a trustee of the King County Bar Association Young Lawyers Division. Hayes practices in the firm's litigation and alternative dispute resolution group. In the past, she has been appointed to the Washington State Public Lands Advisory Committee, worked for the Planned Parenthood League of Massachusetts and the League of Conservation Voters in Washington, D.C.
Noreen Jacobsen, a customer service representative with Bratrud Middleton Insurance in Tacoma, has been named the 2001 CSR of the Year by the Professional Insurance Agents of Washington/Alaska. She joined Bratrud Middleton in 1983 as a CSR in the commercial lines division. Her responsibilities include servicing customers with annual premiums of over $5,000.
Ken O'Hollaren, executive director of the Port of Longview, announced the appointment of Marie Wise as manager of communications and public affairs. Wise was previously communications coordinator for the Port of Kalama, where she had been employed since 1996.
RAF Technology, a Redmond-based provider of address-recognition software, announced the appointment of Dr. Neal Hulkower as chief operating officer. Hulkower joined the company in 1998 as vice president/engineering where he was responsible for instituting the company's project management process.

The Seattle law firm of Ferring Nelson announced that Daniel Delue, Christian Morgan and Knute Rife have joined the law firm as associates. Delue's practice focuses on civil litigation with an emphasis on construction law, Morgan focuses on domestic and international business transactions, contracts, and intellectual property. Rife concentrates on real estate, construction, land use and environmental law.
The Bill & Melinda Gates Foundation announced that Jaime Garcia, vice president of community services for United Way of King County, has been named senior program officer for the foundation's Pacific Northwest grant program. Garcia's duties will include directing grant administrations and assisting grant-making decisions and strategy. He will also oversee the Sound Families program, an initiative aimed at developing transitional housing facilities and support services for homeless families.
Melrose & Pine Acupuncture has opened in Seattle and is located at 1216 Pine St., on the corner of Melrose and Pine. Owner Geoffrey Hudson performs acupuncture, Tuina (Chinese medical massage), and prescribes ancient Chinese herbal remedies. Hudson attended the Northwest Institute of Acupuncture and Oriental Medicine where he obtained a Masters of Traditional Chinese Medicine and specialty training in immunology.
PacifiCorp, a Portland-based electricity producer, announced that Donald Furman has been appointed senior vice president of regulation and government affairs. Furman will continue as executive sponsor of the company's structural realignment proposal project and continue to lead the company's work in forming a regional transmission organization in the western U.S. He joined as assistant vice president of national marketing in 1994.
Coldwater Creek, a Sandpoint, Idaho-based retailer of women's apparel and home merchandise, announced the addition of Matthew Dillon as vice president and director of merchandising. Dillon will be responsible for developing and selecting merchandise for the company's multi-channel retailing strategy
