Gov. Chris Gregoire appointed Bruce Heller to the King County Superior Court to fill the newly created 52nd judge position. Heller is a partner at the law firm of Garvey Schubert Barer in Seattle where his focus is labor and employment law. He is also chair of the Seattle Ethics and Elections Commission.
Cecelia M. Carter has been hired as the new executive director of the Seattle City Employees' Retirement System. Carter has been CEO of the Public School Retirement System of the School District of Kansas City since 2002. The Seattle City Employees' Retirement System has 10,493 current employee members and 5,093 retirees and beneficiaries.
Seattle-based Carena hired Belinda Fu, Benjamin Green and S. Iyabo Tinubu-Karch as new doctors. Carena is a health care delivery company where physicians treat patients at their work or home.

Cindy Zehnder will become Gov. Chris Gregoire's chief of staff. Zehnder was president and CEO of TVW, Washington's public affairs network. She has served as chief clerk for the Washington State House of Representatives, deputy commissioner of the Washington Employment Security Department and worked with the Teamsters. Zehnder has also served on many boards and committees. Tom Fitzsimmons announced his resignation from the post earlier this week.
Jeff Frank, a member in Foster Pepper's Construction and Litigation Practice Groups in Seattle, received the 2007 Defense Research Institute's Community Service Award. The national award honors a single DRI member who demonstrates an outstanding commitment to the general public.
Northwest Hospital & Medical Center hired Suzanne K. Bladek as an advanced registered nurse practitioner. Bladek will work at the Richmond Internal Medicine location in Shoreline. She has 10 years experience and worked in West Virginia.
World Concern, a Seattle-based international relief and development agency, promoted David Eller to vice president. Eller will oversee humanitarian programs serving more than five million people in 32 countries. He has worked with World Concern since 2001 and was international operations director. He has also worked in Kenya, Uganda and Rwanda.

The Waterfront Seafood Grill on Pier 70 hired Shing Chin as assistant general manager. Chin has 32 years experience and has worked with El Gaucho, Ovio Bistro, Wild Ginger and the Market Street Urban Grill.
