Seattle-based First Sound Bank hired Winslow Hayes as senior vice president of commercial banking. Hayes was vice president and relationship manager at Core Business Bank. First Sound Bank is a locally owned commercial bank.
KPLU/Pacific Public Media hired Erik Nycklemoe as general manager, succeeding Paul Stankavish effective Feb. 4, 2013. Nycklemoe worked at American Public Media Group in St. Paul. KPLU provides local and National Public Radio news on 88.5.
Bellevue-based Network Architects named Steve Gilbert vice president of strategic operations; Todd Reed senior systems engineer; and Isaac Lassiter junior network/systems engineer and help-desk technician. Network Architects provides computer networking for businesses.

Port Townsend-based Intellicheck Mobilisa appointed Mark Armstrong as senior vice president of sales. Armstrong was senior business development specialist at Mortgage Advisory Group in Everett and national business development/sales manager at American Reporting Co. in Bothell. Intellicheck Mobilisa is a global leader in access control and wireless security systems.
The Seattle City Council's Government Performance and Finance Committee appointed Angelique Davis to the civil service commission. Davis is a former assistant city attorney and Seattle University professor of political science.
Seattle-based HomeStreet Bank hired Martin Steele as executive vice president and chief commercial banking officer. Steele has 31 years of commercial banking experience and was CEO of Charter Bank, now Boston Private Bank & Trust Co.

The Washington State Department of Veterans Affairs named Dorothy Hanson director of behavioral health services and PTSD programs. She is a veteran of the U.S. Air Force and worked in the supply field and accounting for 15 years before leaving as a master sergeant. She has a masters degree in psychology with an emphasis in marriage and family therapy, and provided direct services to veterans at the Tacoma Vet Center and the King County Veterans Program before opening a private practice. Hanson has oversight of 38 PTSD therapists providing direct services to veterans, and oversees the Vet Corps staff in colleges, universities and technical schools.
Andrew Neiditz was recommended to become the first executive director of South Sound 911 and will be considered by the new agency's Policy Board, which meets Wednesday. The agency is replacing the patchwork of independent radio systems and dispatch centers. Neiditz has more than 25 years of senior executive experience in local government. He has been Lakewood city manager since 2005, and was executive director of public safety in Pierce County.
