Smoot

Oles Morrison Rinker & Baker said Jeffrey Smoot has joined as a partner in Seattle. Smoot practices in the creditor-debtor group, representing individuals, business owners and closely held companies. He represents both creditors and debtors in bankruptcy and receivership proceedings, and also assists with business planning.

University of Washington

The International Parking Institute named Josh Kavanagh of University of Washington Transportation Services the 2014 Parking Professional of the Year. The group said he improved the UW program's business model, built up a $16 million reserve, helped create a funding strategy to preserve transit service in King County, got federal funding for cycling infrastructure, and found ways to eliminate 600 parking spaces without forcing relocations. The UW also achieved LEED platinum certification for a new transportation services center.

SCI Solutions

SCI Solutions, a Kirkland-based firm that offers ordering, referral management and scheduling platforms for health care operations, said Stasia Huiner and Jamie Gier have joined the company. Huiner fills a new position: senior vice president of client performance optimization. Gier is senior vice president and chief marketing officer. Huiner worked at Tenet Healthcare on strategy and restructuring. Gier has worked for more than 20 years marketing health care technologies.

Seattle Center Armory

Seattle Center said Blue Water Taco Grill has opened in Seattle Center Armory. It was founded by Dave de Varona. Center officials said this completes retooling of the Armory's Food Atrium. The other eateries are Bean Sprouts Cafe & Cooking School, Bigfood BBQ, Ceres Roasting Co., The Confectional, Eltana Wood-Fired Bagel Café, Kabab, MOD Pizza, Pie, Plum Pantry, Quincy's, Seattle Fudge, Skillet: Counter, Starbucks and Subway.

The Emily Program

The Emily Program, an eating disorder treatment center, is opening an office in Olympia that will be its third location in the Seattle area and fourth in the Pacific Northwest. The clinic will offer assessments, programs, therapy, nutritional counseling, and psychiatric and medical services for people struggling with anorexia, bulimia, binge eating and compulsive overeating. The clinic is at 673 Woodland Square Loop S.E. in Lacey. Other locations are on Westlake Avenue North and in Spokane.

Clark Nuber

Clark Nuber, a CPA and consulting firm in Bellevue, promoted the following people: to manager Mike Nurse, Accounting and Consulting Services; and to seniors Meredith Matches, Zachary Pauw, Jennelle Riffe and Brett Withers, all in Audit and Assurance Services. The firm also recently added Kenzie Fleischman and Mariya Sichkar as audit interns, and Valerie Sias as marketing coordinator.

Western Washington University

Alper

Don Alper, director of Western Washington University's Center for Canadian-American Studies and the Border Policy Research Institute and a professor of political science, will resign from those positions this fall and retire from WWU. A search for his successor will begin soon. Alper started the Border Policy Research Institute to focus on Canada-U.S. policy issues.

Creature

Keblas

Creature, a Seattle-based advertising and design firm, hired James Keblas as its new president. He was director of the city of Seattle's Office of Film + Music, an economic development agency focused on arts and entertainment, for nine years. Creature has offices on Capitol Hill and in the Shoreditch district of London.

Senior Services

Senior Services CEO Paula Houston gave the 2014 Inspire Positive Aging Award to McCoy Khammany Sengsi of West Seattle and Regence BlueShield gave the group $100,000 for the Senior Services Navigator Program, which is designed to help isolated older adults. Sengsi, 64, was a former police officer who escaped from Laos to the U.S. in 1980. He is a leader in the local Laotian community and helped establish Lao Veterans Association of Washington State.
