King County

Executive Dow Constantine appointed Sheila Capestany to head Best Starts for Kids, a new initiative that would put a six-year levy on the November ballot to fund prevention and early intervention programs. The levy would cost the average homeowner about $56 a year. Capestany has worked with diverse communities and with government, social services, public health and education groups. She will also lead the County Council's Youth Action Plan.

Northwest Protective Service

Universal Protection Service of Santa Ana, California, said it has purchased three companies in Northwest Protective Service, which provides security officer, patrol and alarm response services. NW Protective employs 500 people and has offices in Seattle, Tacoma, Spokane and Yakima, as well as Portland. It serves clients with office, retail, marine/port and mixed-use properties. Peggy J. Cameron is chairman. The 75-year-old company was founded by her father, Anthony E. Mandery, and the leadership team now is headed by Randy Neely. Universal has four divisions: Universal Protection Service, Universal Building Maintenance, Universal Protection Security Systems and Universal Fire/Life Safety Services.

Work Wear

Work Wear is opening a showroom in Ballard at 2419 N.W. Market St., with samples of Djupvik, Fristads Kansas and Regatta work clothing lines as well as outdoor, work-related and promotional products. Seattle-based Work Wear has been supplying the North Pacific and Bering Sea commercial fishing industries since 1985, and other industrial customers. Work Wear imports and distributes coveralls, freezer suits, flame-resistant clothing, high-visibility outerwear and rain gear.

Boys & Girls Clubs of Washington

The Boys & Girls Clubs of Washington has added two people to the Alumni Hall of Fame: David Parent of KeyBank and Don Wick of the Economic Development Association of Skagit County. The honor recognizes former youth members for supporting the organization and becoming outstanding citizens. KeyBank gave $500,000 to expand the Clubs' employment program, YouthForce, in Seattle and launch it in Portland. Wick has been the executive director for EDA for 28 years.

Redfin

Frey

Redfin real estate brokerage named Bridget Frey chief technology officer. She was senior vice president of engineering at Redfin and has been with the company since 2011. Frey will lead engineering in Seattle and San Francisco. She has worked on a number of new tools including Redfin Shared Search and Redfin Hot Homes.

Bartell Drugs

Brian Unmacht is now president and CEO of Bartell Drugs, after being named president of the 62-store Seattle-based chain in January. George D. Bartell has been CEO for 25 years and will continue as chairman. Jean Bartell Barber is vice chairman and treasurer. Unmacht, 54, joined Bartell Drugs following a 27-year career at REI.

Averro

Launch Consulting of Roseville, California, has acquired Averro, a Bellevue-based technical services company. Averro brings Launch additional expertise in project management, business analysis and user experience design. Launch has offices in Bellevue and Hyderabad, India, and employs over 350 people in technology consulting, managed services and software development.

Helsell Fetterman

Mike Harrington joined Helsell Fetterman as co-chair of the Labor and Employment Practice Group and the Health Care Practice Group. He has over 20 years of experience representing employers in labor cases, health care, benefits and other business matters. Harrington was counsel to Lane Powell in Seattle.

Azuqua

Matthew Shanahan was named chief marketing officer at the tech startup Azuqua in Seattle. He has nearly 30 years of experience in the software and tech industry, and was SVP of strategy at Scout Analytics, a SaaS-based recurring revenue optimization solution. Mark Wolfram joined Azuqua as VP of channels and Alexis Mohr is director of demand generation. Azuqua focuses on helping clients integrate cloud services.

Window Genie

Window Genie opened a new location in Redmond owned by Ben Bare. The home services franchise specializes in window cleaning, tinting, pressure washing and gutter cleaning. Window Genie of Redmond will serve Kirkland, Redmond and Woodinville. Bare spent eight years as an Army Ranger.
