Lighter Capital

Seely

Lighter Capital, a Seattle-based online lender for tech companies, named Jeff Seely chairman. Andy Sack, the company founder, is now vice chairman. Seely was founder, chairman and CEO of ShareBuilder Securities, an online brokerage firm that was sold to ING Direct for $220 million in 2007. He is a trustee on the Washington State Investment Board and spent 15 years in investment banking at Robertson Stephens & Co., Dean Witter and Smith Barney.

KCTS 9

Cerna

KCTS 9 named Enrique Cerna director of community partnerships. Cerna will host events and direct a program that teaches community storytelling, while continuing to produce and report stories for broadcast and digital platforms. He joined KCTS 9 in 1995.

Seattle Office of Economic Development

Mayor Ed Murray named Brian Surratt head of Seattle's Office of Economic Development. Surratt has been a senior policy advisor on economic development issues and helped the Income Inequality Advisory Committee that worked on the $15 minimum wage. He will replace Steve Johnson.

King County Housing Authority

Welch

King County Executive Dow Constantine appointed John Welch a King County Housing Authority commissioner. Welch is superintendent of Puget Sound Educational Service District, which supports local school districts in King County and oversees Head Start programs.

Gannett Co.

Gannett Co. named RJ Merritt president and general manager of KREM (CBS) and KSKN (CW) in Spokane. Merritt has been working with the local media group for the past 15 years, most recently as director of sales and marketing.

Lane Powell

Frank Paganelli has joined Lane Powell as a shareholder in the Business Department. He will work in the Startups and Emerging Companies Practice Group, and focus on social impact companies and investments. He has worked for Rhythms NetConnections, Propel Fuels and Full Circle Farm.

Bastyr University

Bastyr University, the natural medicine school in Kenmore, named Charles “Mac” Powell president. Powell is president of John F. Kennedy University in Pleasant Hills, California, and will replace Daniel K. Church at Bastyr. Bastyr was founded in 1978 and offers more than 20 degrees and certificates in naturopathic medicine, acupuncture, midwifery and nutrition. It also has a campus in San Diego.

Highline College

Pham

Michael V. Pham has joined Highline College as vice president of administrative services, a position he previously held at Seattle Central College. He has 27 years of experience in the state community college system. Pham replaces Larry T. Yok, who retired in March.

TrueBlue

TrueBlue of Tacoma said Patrick Beharelle has been named president and CEO. He has been president and COO of TrueBlue's Outsourcing Solutions group, overseeing strategy and operations of Staff Management|SMX, PeopleScout and HRX. He was also CEO of Seaton, which was acquired by TrueBlue last year. The firm provides workforce services such as staffing and recruitment.
