Caradigm named Neal Singh CEO, replacing Caradigm founder Michael Simpson, who led the company for four years. Caradigm was chief technology officer for Caradigm and before that was general manager of Microsoft Dynamics. Caradigm is now a wholly owned affiliate of GE Healthcare. Caradigm focuses on software for data control, health care analytics, care coordination and management, and wellness and patient engagement, with products used at 1,500 hospitals worldwide.
Perkins Coie said Serena S. Carlsen has joined the Real Estate & Land Use practice as a partner in Seattle. Her practice focuses on commercial property and development, and she was a partner at Stoel Rives. She advises clients on purchases, leases, financing and construction. Tara K. Gorman recently joined the firm in Washington, D.C., from Greenberg Traurig. She focuses on hotel development and acquisitions.

The Washington State Department of Commerce named Dr. Joseph Williams to lead state efforts to expand the $40-billion information and communication technology industry in Washington. The industry employs 200,000 people in 14,000 companies. Williams was dean of the School of Business, Government and Economics at Seattle Pacific University, and also held executive positions at Microsoft and Sun Microsystems.
Pierce County Superior Court named Chris Gaddis court administrator. Gaddis has had a 23-year career in law enforcement and has been chief of police and acting city manager for Normandy Park. The administrator is responsible for overall operations.
Seattle Southside Regional Tourism Authority and Southwest King County Chamber of Commerce have announced a partnership and said the Southwest Chamber will become Seattle Southside Chamber of Commerce. They will remain independent but collaborate on promoting the Seattle Southside.

Julie H. Seidenstein has joined Lane Powell as counsel to the firm's Real Estate Practice Group, where she will concentrate on transactional real estate and project financing for regional and national clients. She represents institutional lenders, finance companies and borrowers on construction and permanent loans for retail, office, hospitality, multifamily and mixed-use properties.
Chief Justice John G. Roberts, Jr., has appointed three judges from federal courts in the Ninth Circuit to lead committees of the Judicial Conference of the United States, the governing body of the judicial branch. They include Chief District Judge Ricardo S. Martinez of U.S. District Court for the Western District of Washington, who will chair the committee on criminal law.

Small ship cruise line Windstar Cruises hired six people to work in corporate operations after doubling its fleet in the last two years. It employs 120 people in the Pacific Northwest and about 700 worldwide. Doug Santoni is vice president of deployment and revenue operations. He has worked at Royal Caribbean Cruises and Boeing. Peter Beck is vice president of accounting and worked for Seattle-based Columbia Hospitality. Mary Schimmelman is director of public relations and social media, and worked for Holland America Line. Brian Kimmons is director of information technology and was with Four Seasons Hotels & Resorts. Gina Smith is controller and worked at the Bellevue Club. Jay Juang is risk manager, with experience at Mitsui Sumitomo Marine Insurance.
Puget Sound Bank promoted Dean T. Peterson to vice president, relationship manager. Peterson joined Puget Sound Bank in 2013, and was promoted to assistant vice president, relationship manager.
