Whang

Gov. Jay Inslee appointed Frederick Whang to the Washington State Board for Community and Technical Colleges. Whang lives in Tacoma and is an attorney. He was on Tacoma Community College's board of trustees and is a past national board member of the American Association of Community College Trustees. He also served on several ethnic and Asian-Pacific Islander organizations. Washington has 34 public community and technical colleges.

The firm has offices in Olympia and Tacoma, and specializes in real estate, land use, and environmental law.

Betts, Patterson & Mines

Betts, Patterson & Mines added a new director to its new office in Portland. Leta E. Gorman is a trial attorney who handles complex business, personal injury, contract, product liability and construction defect claims. She has represented banks, hospitals, developers and general contractors as well as manufacturers. Prior to beginning her litigation practice, Gorman was a senior tax associate at Deloitte & Touche.

Frontier Communications appointed Craig L. Collins to senior vice president, commercial sales and operations for the West Region: California, Oregon and Washington. He will be based in Southern California. Collins has over 24 years of senior leadership experience in communications and technology with Time Warner Cable, XO Communications, Intermedia, Bell Atlantic and AT&T.

Puget Sound Bank

Puget Sound Bank said Simon Bai has joined the company as vice president, financial reporting and analysis. Bai is a certified public accountant and holds an MBA from the Michael G. Foster School of Business at the University of Washington.

Public Disclosure Commission

Retired judges Anne Levinson and John Bridges of were elected chair and vice-chair of the Public Disclosure Commission, effective July 1. Levinson was appointed to the commission in 2014 and has been vice chair since July 2015. Bridges was appointed to the commission in January 2015. The commission provides public access to information about financing of political campaigns, lobbyist expenditures, and the financial affairs of public officials and candidates.

Green River College

Dr. Deborah Casey appointed to interim vice president of instruction at Green River College, replacing Dr. Derek Brandes, who will become president of Walla Walla Community College. Green River plans to recruit for the VP of instruction position over the next year. Casey is VP of student affairs at Green River College.

Stoel Rives said Susan Fine has joined the Health Care Law Group as an of counsel attorney in Seattle. She has nearly a decade of experience as an in-house counsel at Premera Blue Cross. The business law firm has nearly 400 attorneys in 11 offices in seven states and the District of Columbia.
