U.S. Court of Appeals

Weatherhead

The late Spokane attorney Leslie R. Weatherhead has been selected to win the U.S. Court of Appeals for the Ninth Circuit's John Frank Award. He practiced for more than three decades and died of cancer in 2016 at age 59. Weatherhead focused on complex commercial and regulatory disputes, white-collar defense and pro-bono work.

Pacific Northwest Eye Associates

Pacific Northwest Eye Associates hired Dr. Vanessa M. Ceglia as an optometrist in its Tacoma office at 3602 S. 19th St. She specializes in ocular disease, with experience in diagnosing and macular degeneration and glaucoma. Pacific Northwest Eye Associates also has an office in Gig Harbor.

Downtown Seattle Association

Downtown Seattle Association has a new chair and five new members on its board of directors. The new chair is R.C. Hedreen's CFO Zahoor Ahmed. Megan Karch, CEO of FareStart, is vice chair, and will succeed Ahmed in 2019. Here are the new board members: Marcus Charles of Belltown Hospitality Group, Kris Richey Curtis of Kinzer Partners, Liz Dunn of Dunn + Hobbes, Chad Mackay of El Gaucho and Amy White of the Bill & Melinda Gates Foundation.

Regence BlueShield

Tim Lieb is the new president of Regence BlueShield of Washington. He has been interim president for three months, after former president Don Antonucci left to join a health care startup. Lieb joined Regence in 2016 and before that was the principal of the Pacific Northwest employee health and benefits practice at Mercer.

U.S. Bank

U.S. Bank named Betsy Cadwallader as Seattle market president, effective Aug. 1. Cadwallader will succeed Mike Katz, who has been market president since 2015. Katz is relocating but will remain with U.S. Bank. She has more than 30 years of commercial, corporate and investment banking experience including at JP Morgan Chase, Bank of America and Constellation Energy, and joined U.S. Bank in 2012. Her most recent position was chief credit officer for commercial banking. U.S. Bank has more than 90 branches and 174 ATMs in this market.

State Department of Commerce

The Washington State Department of Commerce gave a 2017 Smart Communities award to the Southeast Washington Coalition, which consists of Columbia, Asotin and Garfield counties, and the cities of Clarkston and Starbuck. The award honors their growth management master program update. The shoreline master program covers more than 300 miles of coastline. They also worked with Brigham and Associates and Ben Floyd of Anchor QEA.

Northwest Kidney Centers, a nonprofit that provides dialysis care in King and Clallam counties, has named three new members to both its board of trustees and its foundation board. New trustees are Owen Applequist of REI, Lara Macklin of Seattle Children's and nephrologist Dr. Meredith Mathews. New foundation board members are Dr. Raghu “Rags” Durvasula, Christine Odegard and Dr. Sanjit Reddy.

Seattle Foundation's Engagement Pipeline program, which supports community leadership development, has selected eight organizations to help, with technical assistance and support as well as grants ranging from $80,000 to $125,000 per year for at least three years. Here are the winners: Asian Counseling and Referral Services: $105,000, Casa Latina: $100,000, International Examiner/Asian Pacific Islander Community Leadership Foundation: $80,000, OneAmerica: $110,000, Potlatch Fund: $100,000, Puget Sound Sage: $100,000 and Somali Health Board/African Diaspora of Washington, CARE Center and Companion Athletics: $110,000.
