Portland-based Commercial Affiliates, Inc., dba/Carpet Resource Center, has hired Doug Nosler as vice president of sales and marketing, and Tami Morton has been promoted to vice president, operations. Carpet Resource Center is a contractor and distributor of floorcovering products throughout Oregon and Washington.
Jeffrey Pannell has been promoted to shareholder at Clark Nuber, P.S., a Bellevue-based public accounting and business consulting firm. Pannell is a member of the firm's Tax Department and his practice focuses primarily on mergers and acquisitions, real estate transactions and high net worth individuals.
Technical Solutions, a full-service systems integration company, has named Jefferson Rowley as senior network consultant. Rowley will specialize in Internet and Intranet services, wide and local area networks, high-end router and switch technology, and telecommunications. Technical Solutions has offices located in Seattle, Bellevue, and Bainbridge Island.
The Washington Public Power Supply System's board of directors has elected the following to serve on its board. Bob Graves, a Benton County PUD commissioner, has been reelected to another two-year term as president; Beverley Cochrane Fitzgerald, a Franklin County PUD commissioner, will also serve a second two-year term, as vice president; Vera Clausen, Grant County PUD commissioner, was reelected secretary; and Darrell Bunch, Okanogan County PUD commissioner, was elected as assistant secretary. The board of directors includes a representative from each of the Supply System's thirteen member utilities. The board has the authority to start and cancel projects, and five of its members also serve on the eleven member executive board, which sets Supply System policy.
Seattle-based Imagio Technology Advertising and Public Relations has expanded its company to San Francisco. An average annual growth in revenue of 150% and a desire to provide local access to California companies spurred the expansion. Imagio's growth is also influenced by its focus on technology companies and ability to provide a coherently integrated marketing message, through advertising, public relations, strategic marketing and new media services. Marjorie Scholtz will serve as general manager for the San Francisco office.

Johnstone Supply, Inc., a Portland based wholesaler of HVAC equipment and appliance parts, has hired Ann Maxwell as human resources manager. She will be responsible for recruitment and staffing, employee relations, compensation and benefits, training and development, safety and health, policies and procedures and all other human resource activities.
Stephen Roos and Mike Wampold have joined the Seattle law firm of Hillis Clark Martin & Peterson as associates. Roos' practice will emphasize land use and environmental matters. Wampold will focus on commercial litigation and international matters.

The Silver Company, a Seattle-based public relations agency, has been chosen by M.A. Mortenson Co. to provide public relations and other communications services for the general contractors. Mortenson provides preconstruction, construction management and general construction services for both public and private clients.
Bader Martin Ross & Smith, P.S., a Seattle-based accounting and consulting firm, has added the following people to its staff. Stephanie Ritchie will be rejoining the firm as a senior in the audit department; Bridget Sproed joins as a staff accountant in the accounting and business advisory services department; Rachel Bruna will also join as a staff accountant in the audit department; Tara black will act as a part time staff accountant in the tax department, and Jana Boschee and Lorra Antonio will both serve as interns in the audit department.
The Redmond-based advertising agency, Parallel Communications, has developed a new company called ImageX, Inc. ImageX will market the first automated system for ordering custom business printing over computer networks, including the Internet. Joe Verschueren, Parallel CEO and partner, will head the new company as its president and chief executive. Verschueren will also continue as an active board member and owner of Parallel Communications. Robert Delf, former CEO of Interlinq Software, has joined the Parallel board as interim chief operating officer. Delf will take on Verschueren's daily management responsibilities and assist in finding a Verscheren's replacement. James Hutchins, Parallel's director of strategic planning, will take on new business development.
Northwest Cable Advertising (NCA) will now be known as TCI Media Services. The cable advertising sales offices in key markets throughout Western Washington will be under one umbrella. The transition is a result of Tele-Communications, Inc.'s purchase of the cable interests of former NCA co-owner Viacom. The deal provides the local TCI Media Services with a direct link to the largest and most advanced cable advertising sales operations in the world. TCI has hired David Samp as general sales manager. He will oversee the new client services division and cable advertising sales operations in Seattle, Bellevue, Everett, Mount Vernon and Bellingham.
