Carina Y. Enhada has become Of Counsel to the Seattle law firm of Short Cressman & Burgess. Enhada's practice focuses on federal, state and private construction projects. She has experience representing owners, general contractors, sureties and subcontractors in construction-related matters such as contract drafting and review, project management and administration, insurance and risk management, construction defects, and lien and bond claims. She holds a J.D. from the University of San Francisco School of Law.
Arlington-based HCI Steel Building Systems, a design and fabricator of pre-engineered building systems, has hired Michael Lapierre to work in its engineering department. Lapierre has an extensive background in pre-engineered buildings. He holds a bachelor's degree in civil engineering from the University of British Columbia.

The Washington State Department of Transportation's Northwest Region has hired Linda Mullen as its new public affairs manager. Mullen will oversee the region's media, communications and public outreach programs for King, Snohomish, Skagit, Whatcom, Island and San Juan counties. She has worked as the communications manager for the department's Southwest Region in Vancouver for the past two and a half years.
Pacifica Bank, a full-service commercial bank in Bellevue, was recognized recently as the nation's fourth leading small business lender in a recent survey of the top 50 De Novo (defined as new banks) banks and thrifts. The survey was conducted by SNL Securities of Charlottesville, Va. Over 46 percent of the bank's loans are business loans.
Lisa Cohen, former executive producer of special projects at KING Television, has joined Richmond Public Relations of Seattle.
Veber Partners, a Portland-based investment banking firm specializing in middle-market companies, has promoted Morrie Conway to partner. He will have primary responsibility for advising emerging business, capital raising and mergers and acquisitions. Conway joined the firm in 1998 as an associate partner. He has experience managing equity portfolios for personal and private accounts. He specialized in industrial and technology commercial property services while a real estate broker at Cushman & Wakefield of Oregon.
David Kroeger has been appointed director of the Division of Banks for Washington state. He spent 32 years with the Federal Deposit Insurance Corp. and was Field Office Supervisor for the Seattle Field Office. Kroeger was an instructor at the FDIC's examiner training center.
