Financial Planning Association

John T. Carr of Lake Oswego-based Carr & Schwartz was appointed to the Financial Planning Association's 2004 Government Relations Committee. Carr will review and provide guidance on public policy in Congress, state legislatures and before regulators that affect the financial planning profession. FPA is a Denver-based membership organization for the financial planning community.

Seattle Goodwill

Seattle Goodwill, a private not-for-profit organization that provides employment training and basic education to low-income individuals, named Ken Colling president/CEO. Colling comes to Goodwill from Kaiser Permanente Health Plan and Hospitals in California where he was senior vice president, operations resource services. He also served as chair of the San Diego County United Way Campaign.

Richmond Public Relations

Richmond Public Relations, based in Seattle, promoted Hamilton McCulloh to senior vice president. Lori Meyers and Jason Hamilton were promoted to vice president positions.

Hydro Environmental Resources

Hydro Environmental Resources appointed Mark Shmulevsky interim CEO to replace David Rosenberg, who recently resigned. Shmulevsky is currently the chief information officer and treasurer of the company. HERI is based in Vancouver and holds the rights to the electrical chemical hydrogen fuel reactor, which eliminates the need for an outside energy source to produce a pure commercial-grade of hydrogen at low pressure.

Lynden Air Freight

Lynden Air Freight, a Seattle-based air and ocean freight forwarder, named Tony Ruiz director of general accounting. Ruiz, formerly with Bestfood Baking Co., will oversee the accounting staff and lead all financial accounting activities for Lynden and its managed companies.

Headsprout

Headsprout, the Seattle-based producers of Headsprout Early Reading, named Marshall Eubanks vice president of school sales. Previously, Eubanks was vice president of sales for Wireless Generation and vice president of sales for Riverdeep. Headsprout Early Reading is an online reading program.

Cole & Weber/Red Cell

Cole & Weber/Red Cell, a Seattle-based marketing agency, added nine people to the media, creative, production, project management and IT teams in the Seattle office. They are Eric Osgood, media supervisor; Sean Onart, studio manager; Tom Patten, interactive copywriter; Nate Johnson, interactive design; Jeremiah Whitaker, interactive art director; Kelly Showalter, print production manager; Janine Tejwaney, project manager; Eric Spunaugle, QA specialist; and John Hinson, senior technical advisor.

Williams Kastner & Gibbs

Michelle Garzon joined Williams Kastner & Gibbs, a Seattle-based law firm, as an associate in the Tacoma office. Previously, Garzon was a Washington state assistant attorney general in the Labor & Personnel division, as well as a judicial law clerk to Judge David Armstrong in the Washington State Court of Appeals. Her practice focuses on health care and general litigation.

Pierce County Council

Harold Moss was elected to serve a third term as chair of the Pierce County Council. Kevin Wimsett will serve as vice chair and Terry Lee as executive pro tem. Moss will chair the Rules and Operations Committee, Shawn Bunney will chair the Economic and Infrastructure Development Committee and Calvin Goings will chair the Community Development Committee.
