Home Care Association of Washington named Janet Loveless, human resource manager at Careforce, support staff of the year. Loveless is referred to as the "coordinator of everything" at the Lynnwood office. The non-profit promotes in-home care as part of the health care delivery system. Careforce works in King and Snohomish counties.
Preston Gates & Ellis named Andrew H. Zuccotti a partner in its Seattle office. Zuccotti has more than 30 years' tax law experience in federal income tax, mergers and acquisitions, and real estate syndications. Zuccotti was with Stoel Rives for 27 years. Preston Gates & Ellis has 430 lawyers in 11 locations on the West Coast, Washington D.C., and Asia.
Bellevue-based Cold Heat, which created a patented mobile heating technology, added Michael Castle as chief financial officer and Meena Kang Latta as general counsel to the staff. Castle worked in business strategy and operations. Latta negotiated manufacturing agreements with multi-nationals while with BSquare Corp.
Bellevue-based Onyx Software Corp., a customer relationship management firm, hired Paul Trefonas to run sales and marketing operations. Trefonas will be based in Onyx's European headquarters in Bracknell, U.K. He was with Siebel Systems, where he developed sales strategies.
Portland State University's School of Business Administration has opened the new Center for Professional Integrity and Accountability. The goal of the center is to explore issues of business integrity and the public interest. Phil Bogue, retired managing partner of Arthur Andersen, will provide funding to help launch the center. PSU has the largest accounting program in the state of Oregon.
Chris McMeen has been named water quality manager for Tacoma Water, succeeding Alan Medak, who retired in April. McMeen has been a water quality engineer with Tacoma Water since 2002, and perviously worked for the state Department of Health and Gray & Osborne Engineers.

Tacoma-based Labor Ready appointed Yolanda Hubbard vice president of national accounts and marketing. Hubbard will oversee national accounts as well as marketing strategy and sales programs. Hubbard managed accounts for Adecco's southwest region. Labor Ready provides manual labor to industries such as landscaping, construction and light manufacturing. Labor Ready operates 825 locations in the U.S., Canada and the U.K.
