PAQ Services relocated headquarters from Logan, Utah, to Bellingham in order to expand its operations. PAQ has also entered into a license agreement with Economic Research Institute. Lyle Leritz, will join as senior research consultant. Jacque Higgins-Rosebrook will be administration manager. Rick Siler will move to PAQ Services from ERI as programming manager.
Charles Guiping Lu joined Garvey Schubert Barer's Seattle office as an associate. The company works on corporate securities, tax and international practice. Lu studied at the University of Washington and at Nanjing Normal University in Nanjing, China. Garvey Schubert Barer is a law firm with more than 130 lawyers and offices in Portland, New York, Washington, D.C. and Beijing.
Seattle company Envision Telephony, a provider of contact center software solutions, named Ted Lubowsky vice president of sales and marketing. Lubowsky will oversee sales, business development and marketing. Lubowsky was president of the national, government and education accounts division of Inter-Tel. He also worked in the recording and monitoring industry as general manager of Comverse Infosys.
AAA Washington/Inland plans to open its second Seattle office at 4554 Ninth Ave. N.E. Last month, AAA opened a new office at 1523 15th Ave. W., at the base of the Magnolia Bridge. AAA will close offices at 330 Sixth Ave., which were opened before the 1962 World's Fair.
Kimpton Hotels appointed Carilyn Platt director of marketing and public relations for the Alexis Hotel, Hotel Monaco and Hotel Vintage Park in Seattle. Platt will manage media relations and promotions. Platt has been director of public relations with Chicago hotels and Skidmore, Owings & Merrill. Kimpton is a San Francisco-based company that runs boutique hotels across the U.S. and Canada.
Video Internet Broadcasting Corp., VIB TV, appointed Jon Moore chief technical officer. Moore brings more than 16 years of telecommunications experience and will direct integration of HomeNet services with municipally owned fiber networks around the country. HomeNet is available over the ZIPP network in Grant and Douglas counties. Moore was principal engineer with the Grant County Public Utility District.
Bellevue-headquartered InfoSpace appointed Hank Skorny vice president of product management and marketing for InfoSpace Mobile. Skorny will lead a multi-year product plan to drive revenue growth and profitability. Skorny brings 18 years of product management expertise and leadership. He was AOL Time Warner's general manager for AOL Mobile, responsible for worldwide marketing, business and product development. Skorny also directed product management and development teams at Adobe Systems. InfoSpace develops Internet and wireless solutions.

The Seattle-based Washington Wine Commission and Washington Wine Institute have picked a new executive director, Jane Baxter Lynn. She starts Aug. 26, leading programs focused on branding Washington wines and working on legislative efforts for the industry. She was executive director of the Long Island Wine Council, and has worked in South Africa and Europe.
Bellevue-based MessageGate appointed Gerry Callanan vice president of sales. Callanan was vice president of North American sales for Novadigm. MessageGate provides messaging security and compliance solutions. The technology was developed at The Boeing Co., where it has been used for five years.
