Seattle advertising and public relations agency KNCB Dave is changing its name to Dave Syferd & Partners. The agency has also relocated from the Seattle waterfront to Belltown. Syferd has more than 34 years of experience in public relations working for Hill & Knowlton, Rainier Bank and Elgin Syferd, an advertising and PR firm he co-founded and sold to DDB Worldwide. Dave Syferd & Partners specializes in advertising and public relations. It employs 17 people.
Business development specialist Kevin Clegg joined Pierce County's economic development team. Earlier this year the team moved to downtown Tacoma's Commerce Building at 950 Pacific Ave. It helps companies with permitting, hiring, scoping new locations and acquiring financing. Clegg will survey companies, work on retaining manufacturing businesses and connect businesses with resources to help them become more profitable. Clegg was executive director of the Bonner County Economic Development Corp. in Sandpoint, Idaho.
The Washington State University Intercollegiate College of Nursing in Yakima was set to open a student health care clinic this week for students from WSU, Yakima Valley Community College and Central Washington University. WSU Intercollegiate College of Nursing also operates clinics in Spokane. Appointments at the new clinic can be made by calling (509) 494-7921.
At Federal Way-based Weyerhaeuser Co.,Robert Taylor has been named vice president of softwood lumber. Nancy Arend takes his previous role as vice president of appearance wood. Taylor started his career at the Everett softwood complex and later became vice president of Northwest Hardwoods. Arend started with Weyerhaeuser in marketing and economic research. Weyerhaeuser is an integrated forest products company that operates in 18 countries.
Seattle's Betts, Patterson & Mines hired associates Laura E. Kruse and Dana A. Henderson. Kruse will work on complex litigation, as will Henderson. Henderson has seven years' experience and will also work on insurance coverage and transportation law.

Layne Sapp, founder and chief executive officer of the wholesale lending company Mila, was elected to the board of directors of South Snohomish County Chamber of Commerce. The Chamber of Commerce has more than 600 members. Sapp will work with regional community leaders and business owners to help promote growth and diversity. Mila is based in Mountlake Terrace.
Ellensburg-based Central Washington University named Julie Cloninger senior director of development. Cloninger will solicit major gifts and work on capital campaigns. She coordinated events and raised funds for U.S. Senator Max Baucus of Montana.
Tacoma-based Russell Investment Group acquired the human resource service business of Towers Perrin in Australia. The agreement means 270 Towers Perrin employees in Australia will join Russell associates there to work on asset consulting, actuarial advice and administration services. Towers Perrin works on human resource consulting and administration services. Russell is a global investment services company, with offices in New York, Toronto, London, Paris, Singapore, Sydney, Auckland and Tokyo.
Seattle sportswear company Cutter & Buck appointed Bill Swint interim president and chief executive officer. Doug Southern is chairman of the board. They replace Fran Conley who held both positions. Swint works on production, customer service and distribution. He was president and chief executive officer of marketing and manufacturing company ERB Industries. Southern has 40 years of experience in business administration and accounting, most recently as senior vice president for Immunex.
