King County Budget Director Steve Call will retire after 30 years with the county. King County Executive Ron Sims said, "More than any other single person, Steve Call is responsible for the extraordinary financial health of the county." King County holds one of the highest bond ratings of any county in the nation. He also served three years as assistant county executive under Sims and 10 years as director of Emergency Medical Services (Medic One). King County's director of finance and business operations, Bob Cowen, will replace Call.
Jake Johnston has been promoted to vice president at APCO Worldwide's Seattle office. He joined the global communications consulting firm in 2004 after working for Immunex and the U.S. House of Representatives. He will work in government relations, business development, public relations and public affairs campaigns. APCO Worldwide is headquartered in Washington, D.C. Clients include governments, corporations and non-profits.
Seattle communications company Piranha Productions has launched an entertainment division. Television executive and producer Mark Stendal is vice president of programming and production. Wade Brewer, media executive and former general manager of Seattle's KTWB-TV, put together a group of private investors to purchase Piranha World, a post-production facility.

Old Dominion Freight Line promoted David S. Rabb to manager of sales and service at the service center in Seattle. Rabb has 13 years of experience in the transportation industry. Old Dominion is a less-than-truckload regional carrier.
Richard E. Kaglic was named chief economist of the Washington State Employment Security Department. Kaglic will lead research efforts for the labor market and economic analysis branch. He was a senior business economist at the Federal Reserve Bank of Chicago, where he coordinated efforts to gather and analyze economic data.

Barclays North holds an opening ceremony March 31 in Everett for a 8,385-square-foot office building at 1825 S. Lake Stevens Road. The new building will be an annex to Barclays' existing headquarters. Barclays North develops residential and commercial real estate around Puget Sound and in other markets in the western U.S.
PRR, a Seattle-based marketing and communications firm, named Rachael Darden assistant account executive and Leslie Stark marketing assistant. Darden was a media relations intern and worked on event planning and media strategy and research. Stark has eight years of experience in marketing work for several architecture and engineering firms.
