The Washington State Liquor Control Board has appointed Pat McLaughlin, the agency's purchasing director, as business enterprise director.
Ruth's Chris Steak House has named Rik Jenkins director of operations for its Bellevue Square and downtown Seattle restaurants. He was the Bellevue location's general manager.
Attorney General Rob McKenna has promoted senior counsel Doug Walsh to chief of the consumer protection division. Walsh was the division's section lead for litigation and section chief for Southwest Washington. The consumer protection division of the Attorney General's office is based in Seattle.

MultiCare Health System has hired Florence Chang as vice president and chief information officer. She was with Dearborn Advisors. MultiCare is a not-for-profit organization of doctors and nurses, clinics and hospitals based in Pierce County.
Attorney Seann W. Hallisky has joined the Seattle office of Portland-based law firm Stoel Rives.
The Port of Tacoma has hired Anna Soderstrom as container terminal services specialist. She was with the Port of Seattle's cruise department.
Attorney Sarah Dennison-Leonard has joined Van Ness Feldman. She will work regularly out of the Washington, D.C.-based law firm's Seattle office and maintain her clients and legal practice in Portland.
William Gaines has been appointed superintendent of Tacoma Power, in charge of management and administration of the electric utility. He succeeds Steve Klein who became general manager of the Snohomish County PUD. Gaines was formerly with Seattle City Light.
