Lt. Col. Andrew Kelly has been appointed district commander of the U.S. Army Corps of Engineers in the Walla Walla District. Kelly was joint observer trainer for the U.S. Joint Forces Command in Virginia and replaces Lt. Col. David Caldwell who served as district commander for the past two years. The corps provides hydropower, flood risk management, recreation opportunities and maintains a navigational channel in the Snake and Columbia rivers.
The White House honored Tricia Raikes as a Champion of Change. Raikes is co-president of the Raikes Foundation where she leads efforts to end homelessness among juveniles. Champions of Change was created as part of President Obama's Winning the Future initiative.
Seattle-based Point B promoted Chris Olsen to practice director in Seattle. Olsen is a 17-year veteran of Point B, a mentor with the Microsoft Kinect Accelerator incubation program, a volunteer at the UW Engineering College and a leader with the Cub Scouts and Boys Scouts of America. Point B is a management consulting firm.

Frause promoted Susan Lamb as creative director. Lamb has 15 years of design experience and has developed print and online creative for design departments such as Macy's Northwest and Pacific Coast Feather Company. Frause is an independent integrated communications firm.
Virginia Mason Medical Center named Shelly Fagerlund as vice president of Clinic Operations, effective Sept. 2, 2012. Fagerlund joined Virginia Mason in 1997 and has held leadership positions in human resources and is currently the administrative director of the Clinic Kaizen Promotion Office. Virginia Mason Medical Center, founded in 1920, is a nonprofit regional health care system in Seattle that serves the Pacific Northwest.
Bellevue-based DreamBox Learning hired Jason Bedford as vice president of sales and client success. Bedford was vice president of global sales for Blackboard Connect and has more than ten years of experience in sales, strategy and operations at leading education technology solution providers. DreamBox Learning provides intelligent adaptive learning technology coupled with a rigorous math curriculum that builds conceptual understanding and fluency.

The Estate Planning Council of Seattle appointed Patricia Char of K&L Gates as president. Joining Char is immediate past president Mitchell Maurer with AXA Advisors; vice president Joan Albee with Wellspring Group P.S.; treasurer Michael Vranizan at Joslin Capital Advisors and secretary P. Gerry Maurer with Northwestern Mutual Financial Network. The council focuses on estate planning issues.

Scarlett Hunter, an associate with Seattle law firm Schwabe, Williamson & Wyatt, was elected to the Washington Committee for Ethical Judicial Campaigns. Hunter focuses her practice on product and commercial litigation. The committee is a non-partisan group dedicated to preserving the integrity of the judicial system.
Paul Ishii, general manager of the Mayflower Park Hotel, is president of Seattle Rotary for the 2012-2012 term. Ishii has been a Seattle Rotary member since 1998. Seattle Rotary was founded in 1909.
