Seattle Metropolitan Chamber of Commercehas added Terri Hiroshima as vice president of communications and Markham McIntyre as government relations director. Hiroshima held leadership positions at Seattle arts and online news organizations, including Crosscut Public Media and Seattle Theatre Group. McIntyre worked in government relations and communications, and most recently was new media director for Jay Inslee's campaign. He was press secretary for Inslee when he was in Congress.
James Street Associates, a U.S.-based logistics and transportation marketing agency with an office in Chicago, named Linda Thielke communications manager. Thielke was public affairs coordinator for King County Department of Transportation in Seattle. She will work will a variety of clients, including logistics and transportation companies.

Seattle-based law firm Plauche & Carr hired Robert M. Smith as senior associate and Jessica F. Anderson as associate in the environmental and land use practice. Plauche & Carr advocates for natural resource-based activities, primarily in marine, shoreline and wetland environments.
Portland-based Collaboration Centric Solutions hired Kate Moher as executive director. Moher worked for a national health plan for 13 years. C2 is a joint venture of independent employee benefit consultants. It says the collaboration helps create innovative products and service.

Mercer Island Mayor Bruce Bassett said Noel Treat has been promoted to be the next city manager effective Jan. 6, 2014. Treat joined the city staff 12 months ago as deputy city manager, and before that was deputy superintendent for Seattle Public Schools.
Seattle law firm Cairncross & Hempelmann added Nicholas S. Franzen and Nicole De Leon as summer associates. Franzen was a legal extern at f5 Networks. De Leone was a legal assistant at DLA Piper.
Pierce county Executive Pat McCarthy named Ginny Dale as director of the Human Resources Department. Dale has worked as a human resources professional and manager for the state of Washington since 1991. She served as acting State Human Resources director and is currently assistant director for State Human Resources within the Office of Financial Management.

The Estate Planning Council of Seattle appointed new officers for 2013-2014: Joan Albee, president; Patricia Char, past president; Michael Vranizan, president-elect; P. Gerry Maurer, treasurer and Kirstin H. Thompson, secretary. The council promotes estate planning services in the Pacific Northwest.

Western Washington University President Bruce Shepard appointed Brent Carbajal to a two-year term as provost and vice president for academic affairs effective in July. Carbajal is now dean of Western's College of Humanities and Social Sciences, WWU's largest college with 13 academic departments.
The Freight Mobility Strategic Investment Board in Olympia said Karen Schmidt has been appointed to the U.S. Department of Transportation's new National Freight Advisory Committee. Schmidt has been executive director of FMSIB since its inception and is the only Washington state candidate selected for the advisory committee.
