Steve Barney was promoted to senior project manager at Deeny Construction Co. in Seattle. Barney joined the company in 2008 and has more than 15 years of construction experience, including stints at Pilchuck Contractors and Kiewit Construction. In his new position, he is continuing involvement in all aspects of project management and estimating.

Tom Bielenberg has become division manager of S.D. Deacon Corp. of Washington's Remco Deacon group, which provides repairs and restorations. Bielenberg has worked at Remco Deacon in Seattle for 15 years, progressing from laborer to superintendent to project manager to operations manager.

Tacoma-based AP|Rushforth Construction appointed Joseph Hull as senior project manager. Hull has more than 25 years of construction experience, including more than 15 years at Hoffman Construction, two years at Berschauer Phillips Construction, and four years as principal and president of True North Development Services.
Construction management students at Washington State University won first place in the Associated Schools of Construction regional competition held earlier this month in Sparks, Nev. Of the five WSU groups participating, the commercial team topped 13 other schools. A second WSU team earned third place in the design-build category. The ASC contest is the largest construction management competition in the country, with participation from about 1,200 students from 42 universities in 18 states. There is no national competition.

S.D. Deacon Corp. of Washington promoted Scott Olson to CEO and Brian Northcott to vice president. Olson succeeds Steve Deacon, who will gradually release his responsibilities over the next two years. Olson founded Remco Services in 1998 with his father, and soon after joined with S.D. Deacon to create Remco Deacon, the company's repair and restoration arm. In 2006, he became president and general manager of S.D. Deacon's Seattle office. Northcott joined Remco Deacon in 2005 as a project engineer after graduating from Western Washington University with a bachelor's degree in economics. He later worked in business development for S.D. Deacon's Special Projects team.

Roen Associates added Matt Wiggins as a construction cost estimator in its Seattle office. Wiggins has more than 10 years of local construction industry experience, is LEED certified, and holds a bachelor's degree in construction management from Washington State University. He previously was an estimator at JE Dunn Construction and Panattoni Construction.
Russell V. Pritchard Jr. was promoted to vice president of Hill International's Project Management Group. Pritchard works out of the Spokane office and has nearly 35 years of experience in project and construction management. He holds a bachelor's degree in forest resource management from Ohio State University and a master's degree in construction management from Texas A&M University. He also is a Certified Construction Manager.

Seattle-based Global Diving & Salvage added Jose Vindeola in business development and technical support for its Gulf Coast Region in Houston. Vindeola has more than 30 years of diving experience, as well as expertise in project and business development.
