Harshman is an industry veteran with experience in high-rise and large, complex projects. He holds a bachelor's degree in mechanical engineering from the University of Kansas.

Rob Mackay, president of Ritchie Bros. Auctioneers, is retiring after 28 years with the Vancouver, B.C.-based company. Mackay is transitioning from day-to-day duties and will retire on Oct. 31. Earlier in the year, he joined the board of an agricultural equipment dealer.

Douglas Oles, senior partner at Oles Morrison Rinker & Baker in Seattle, was elected honorary fellow of the Canadian College of Construction Lawyers. Oles is the fourth U.S. attorney and the first in the western states to receive the honor. He has more than 25 years of experience resolving contract disputes relating to construction, supply, real estate development and intellectual property licensing.

Skanska USA

The Seattle office of Skanska USA hired three and promoted 14. The new hires are: Adam Vance, project manager; Ryan Prescott, project manager at 400 Fairview; and Christian Gunter, senior manager for the commercial development unit. Promotions are: Rebecca Hall to senior regional technical writer for the western U.S.; Chip Smith to director of project accounting for the Seattle office; Jason Anderson to superintendent; Pete Maslenikov and Brian Urban to senior project managers; Dan Frederick and Steele Johnson to project managers; and Noah Cochran, Mashhood Ghoreishi, Chris Heinle, Kyle Hughes, Jeff Richards, Brian Smedley and Andrea Smith to senior project engineers.

CITC of Washington

The Construction Industry Training Council of Washington on June 21 held its graduation ceremonies at Meydenbauer Center in Bellevue. At the event, 52 students received certificates of completion from the carpentry, electrical, HVAC, painting and plumbing programs. Five were honored as Student of the Year.
