Lugo Construction Inc. recently named Robert Salem and Jerry Oetgen principals and vice presidents. Salem holds a construction management degree from Central Washington University and an architectural degree from Oregon School of Design. Oetgen has over 19 years of experience in estimating construction projects.
A new president has been appointed at HVAC contractor Hermanson Corp. The new leader is Richard L. Hermanson, son of company founder and CEO Jerry Hermanson. The company also announced Kevin Almon has been promoted to operations manager, Bob Ledford is the new chief financial officer, Knut Nicolaisen has joined as engineering manager, and William C. Nolan has been appointed chief information officer.

The Washington State Major League Baseball Stadium Public Facilities District has hired Melvin Smith as its new minority/women business enterprises coordinator. Smith will be responsible for establishing M/WBE policies and procedures, and will monitor and assist all consultants and contractors in meeting their M/WBE obligations and goals. Smith was formerly the contract compliance officer for the Seattle School District.
George R. Freese has been promoted to sales manager for Pipe Inc. of Portland. Freese has 17 years of experience in sales, service and marketing in the underground utilities business. He spent the past four years handling concrete pipe and manhole sales in the metropolitan Portland area for the company. Pipe Inc. is a subsidiary of Babler Bros. Inc., a manufacturer of precast concrete products with operations in Oregon and locally in Tacoma.
Roel Construction Co. Inc. has hired Glen L. Nelson as superintendent for its 161-unit Homewood Suites Elliott Bay Hotel project in Seattle. Nelson was previously with the Seattle Parks and Recreation Department for four years and Howard S. Wright Construction Co. for two years. Roel has offices in Seattle, San Diego, Palm Springs, Las Vegas and San Francisco.
International insurance broker and risk management consultant Willis Corroon Corp. has promoted James R. Kesl to chairman of its Seattle retail office. Kesl has served as president and CEO of Willis Corroon of Seattle for the past four years. Michael B. Gano has been selected to fill Kesl's former role.
Mary Hollins has been named director of risk management for SMACNA-Western Washington, the Seattle-based trade association representing sheet metal and heating, ventilating and air-conditioning contractors in Western Washington. Hollins formerly served as a consultant to the association in the areas of safety, health and risk management. Her new duties include advising and assisting SMACNA companies on matters involving workers' compensation, safety and health, product liability, fire protection/prevention, environmental and transportation safety.
The Master Builders Association of King and Snohomish Counties recently became the third largest local home-building association in America. At the same time, the MBA signed up member number 2,000 - Tippett Specialty Enterprises of Sultan. The local chapter of the MBA now trails the Dallas and Atlanta chapters.
The Tilt-Up Concrete Association is calling for entries to its 1998 Tilt-Up Achievement Awards competition for outstanding structures. Entries will be judged using four criteria: quality of construction, aesthetic appeal, creativity of structural and architectural design, and unique application or end use. Emphasis will be placed on projects that introduce new building types utilizing tilt-up concrete methods, advance industry technology, or provide a unique solution to a building problem. Projects must have been built between Sept. 1, 1996, and Sept. 1, 1997, and at least one member of the team must be a TCA member. The deadline for entries is Nov. 14.
