Higa Burkholder

Higa Burkholder Associates has hired two civil engineers. Todd Powell joined Higa Burkholder as a civil engineer. He specializes in commercial, residential and transportation engineering. David Foster relocated from Santa Barbara as a civil engineer. He has five years of civil engineering experience in residential, commercial and industrial development.
