ESM Consulting Engineers promoted Steve Kelly to principal at its Federal Way office. Kelly is managing civil engineering projects for Snoqualmie Ridge, Mount Rainier Resort and Port Ludlow. His expertise is in storm drainage and water quality facilities, grading and utility design.
