TBE Group, a subsurface utility engineering and utility coordination consulting and engineering firm, promoted Russ Norton to assistant director. Based in TBE's Kent office, Norton will continue as senior project manager for utilities operations in Washington, Oregon, Idaho and Montana. Norton worked for the Oregon Department of Transportation. TBE offers subsurface utility engineering and utility coordination services throughout the Northwest. It is headquartered in Clearwater, Fla.
