Garcia has nine years of geotechnical engineering, material testing and construction monitoring experience in Washington and Arizona. He works on foundation design, slope stability analysis and construction monitoring. Zipper Zeman Associates provides environmental consulting and engineering geology services. It has offices in Lynnwood, Seattle and Tacoma.
