David Evans and Associates promoted Gerry Smith of its Tacoma office to vice president and director of transportation. Others were promoted in Bellevue, Tacoma and Everett. New senior associates are: senior planner Dennis L. Derickson, project engineer Richard Mark Flury, transportation engineers Ken O. Oswell and Victor L. Salemann, and project manager Marc A. Pudists.
