Smalling
Two civil engineers, Raymond Smalling and Jennifer Allen, have joined Bellingham's 2020 Engineering. Smalling, whose experience includes municipal, educational and health care projects, is a senior project manager. Allen, who is working as an economist for 2020, has experience in wastewater and hazardous waste engineering, economics, environmental policy and regulation, bioremediation, and constructed treatment wetlands.
