Otak, an urban design, planning and engineering firm, has promoted 10 people to associate. In Kirkland, the new associates are: Keith Hume, water resource engineer, water and natural resources; Lori McFarland, senior project manager/civil engineer, transportation infrastructure services; Scott Stoneman, senior water resource engineer, water and natural resources; Steve Wilson, structural engineer, transportation infrastructure services. In Vancouver, they are: Grant Evenhus and Jim Neighorn, both civil engineers, transportation infrastructure services. In the corporate office in Lake Oswego, Ore., they are: Ian Machan, construction manager, transportation infrastructure services; Gary Wolff, senior water resource engineer, water and natural resources; and Amanda Owings and Brad Swearingen, both civil engineers, transportation infrastructure services.
