Rice Fergus Miller promoted Monica Blackwood to principal, Howard Struve to senior associate and Shawn Dinkuhn to associate. Blackwood joined the firm in 2001 and is director of business operations and a senior professional in human resources. Struve is technical designer for fire and emergency services, and oversees quality control. Dinkuhn joined the company five years ago and coordinates community, health care, senior living and hospitality projects. Rice Fergus Miller is based in Bremerton.
