Tetra Tech INCA hired Don Thompson, Francisco Arbeláez and Joshua Phillips as hydropower engineers in its Bellevue office. Thompson is a senior hydroelectric civil engineer with 36 years of engineering experience in licensing, design and construction management of hydroelectric power facilities. Arbeláez is a senior mechanical engineer with 29 years of mechanical engineering experience on hydro electrical and thermal power plants. Phillips is a civil engineer with 12 years of experience in hydraulic and structural design, cost estimating and project management. The firm provides transportation planning/engineering, structural engineering, navigation, flood control, mechanical, electrical, construction services and surveying for public agencies.
