Exeltech Consulting hired Harvinder Singh as deputy director of the roadway group in the Seattle office. Singh has 20-plus years of experience leading transportation projects for agencies in Washington. Exeltech provides civil and structural engineering, environmental consulting and construction management services. It is headquartered in Lacey and also has offices in Portland and Port Angeles.
