Murray, Smith & Associates public works engineering firm named Troy Bowers as president. Bowers joined MSA in 1990 and has been senior vice president since 2008. He has led the firm in transportation engineering and been instrumental in its expansion. He replaces David Leibbrandt, who stepped down after 27 years. MSA said Leibbrandt guided the expansion from a Portland office to a six-office firm, with record revenues in 2012. MSA provides water, wastewater, stormwater, transportation planning, design and construction management services in the Northwest.
