Bellwether, Plymouth aim to begin work on First Hill tower

Bellwether CEO Susan Boyd says the 17-story structure would be the first high-rise housing in Seattle to be built by a nonprofit developer.

Bellwether Housing and Plymouth Housing plan to start construction in October on a 17-story, 365-unit low-income apartment tower at Madison and Boylston in Seattle's First Hill neighborhood.
