At Blueline, Mary Koutrelakos, Lucas Zirotti, Grace Garwin, Brett Justinen, and Kai Pope have been promoted to project engineer. Caitlin Hepworth has been promoted to associate planner. Shawn Cooper and Justin Rodda have both been promoted to senior engineering designer and Gavin Castaneda has been promoted to landscape designer CAD lead.

Koutrelakos has been with Blueline for over four years. She implements effective design solutions on challenging projects and has contributed to the growth of Blueline's commercial group and of the firm in general.

Zirotti has been with Blueline since March 2018. He is a go-to source of information for new staff in the firm's residential group.

Garwin started at Blueline as an intern in 2018 and officially joined Blueline as a full-time engineer in 2021. She has become the go-to engineer for water main design for several of the public works' department's largest clients.

Justinen has been at Blueline for over four years and has established himself as the public works expert on paving and ADA requirements. He has taken an active role in supporting and developing the firm's newer inspectors, and is often on-site reviewing completed work and engaging with clients.

Pope started at Blueline in August 2018 as an inspector and quickly took on more responsibility to include design and construction administration work. He has taken on some of the public works department's most challenging construction projects.

Hepworth started at Blueline in June 2021 as a planner. She has become a leader both internally and externally and is currently leading the firm's comprehensive plan efforts while also providing support across all aspects of the planning group's work.

Cooper's familiarity with Blueline and with AutoCAD and experience in civil design projects make him an essential member of the team as they work towards engineering solutions.

Rodda has been a valued member of the Blueline team for over 10 years and consistently delivers quality plans, is flexible when dealing with difficult schedules, and helps develop newer staff.

Castaneda joined Blueline over a year ago as a landscape designer and quickly became a key figure in helping set CAD standards within his team and taking on additional work.
