Vancouver, 10 other public agencies honored for smart community planning

    The Heights District Master Plan outlines the transformation of 63-acres in the neighborhood with elements that include a central civic plaza.

    The Washington State Department of Commerce and Gov. Jay Inslee last week announced the 11 winners of the 2023 Governor's Smart Communities Awards. Presented annually since 2006, the program recognizes local governments and their partners for exceptional land use planning and development.
