Herrera has welcomed James Packman as an associate scientist. Packman has 25 years' experience in surface water science and engineering helping clients — municipal, governmental, non-governmental/institutional, and private — with needs related to stormwater and drainage issues, sediment and site evaluation, environmental monitoring, and project management.

His skillset includes watershed science, regional stormwater management effectiveness evaluation, identification and source control of surface water pollution, sediment monitoring methods research, statistical modeling, and expert witness support for litigation involving forensic hydrology.

Packman has overseen the execution of notable projects, including as the principal investigator for six western Washington Stormwater Action Monitoring (SAM) studies. These SAM studies have supported the 130 municipal stormwater permittees in western Washington with resources for managing stormwater and surface water on topics including pollution identification, source control, and operations and maintenance of best management practices. He also supported Seattle Public Utilities with a fatal flaw analysis for reconnecting a diverted creek back to its natural watercourse in the Cedar River municipal watershed, which provides drinking water for the city of Seattle.
