American Planning Association

Heather E. McCartney, planning director of the city of Mukilteo, has been elected to the College of Fellows of the American Institute of Certified Planners. The learning program is part of the American Planning Association. McCartney has been in her current position since 1997 and prior to that was with the city of Bellevue Parks Department.
