Washington State Investment Board

Joe Dear was named by the Washington State Investment Board as its new executive director. Dear has served as chief of staff for Gov. Gary Locke, assistant secretary in the U.S. Department of Labor and director of the Washington State Department of Labor and Industries. He is currently with the Frank Russell Co. and will assume his new position Nov. 12.
