Carney Badley Spellman

Jason W. Anderson and Timothy C. Layton have joined the law firm of Carney Badley Spellman as associates, and Kenneth S. Kagan, of counsel, was named a shareholder. Anderson, who has a focus on civil litigation, previously was a clerk for the Honorable David H. Armstrong and the Honorable J. Robin Hunt. Layton joins the firm's government affairs group and most recently worked for the law firm Hogan & Hartson in Virginia. Kagan joined Carney Badley Spellman in 1999.
