Judy Z. Smith, publisher of The Omak-Okanogan County Chronicle, was named president of the Washington Newspaper Publishers Association. Smith has been publisher of the Chronicle since 1996. The association also named Kris Passey, publisher of the Marysville Globe and the Arlington Times, first vice president; Gregg McConnell, publisher of the Burlington Argus and the Courier-Times in Sedro-Woolley, second vice president; and Scott Hunter, publisher of the Grand Coulee Star, past president and WNPA executive director. Washington State Patrol Chief Ronal Serpas was presented with the Freedom's Light Award for his efforts to foster openness in the patrol.
